Car Insurance Settlement

Had accident on 31 August and car written off. Done everything that they (admiral) have asked me and so far no settlement offer after 44 days. Have chased the ''claim handler'' by phone but he never picks up or returns my messeges so wrote in and gave him 14 days to make me an offer before I make a complaint. How long should you normally have to wait after the accident for a settlement offer, anyone??

is there any disputed liability over the accident or anything?

it took me around 26 months to get a payment for my first car as the clown who crashed into it disputed it was his fault...

I was told that I would get a settlement figure first minus the excess. Once liability was established then if it was found not to be my fault I would get the excess back.
