Any idea what this is in my radiator top hose?

Looks like the top hose has been cut and this put it. Not sure what it is, would it have anything to do with my hesitating/kangaroo issues?

Better pics might help, but it's possibly a take off for a coolant temp gauge.
 
That would make sense, there are holes in the dash where I guess there was a gauge pod. Thanks Stoo :)
