CEL on having trouble self diagnosing

My car is an EP3 05 facelift model

Twice in heavy rain I've had my CEL come on, the CEL would be gone the next day.

I tried to self diagnose with a cheap OBD2 port reader using the Torque app for Android which would not connect to the car so I couldn't pull the code, i then went on to the paper clip method explained in the sticky here but I have no wire going into terminal 9 of my OBD2 DLC.

Is this normal or am I doing something wrong?

Also the OBD2 scanner does power up when connected with the ep3, I've also tested the scanner in a Citroen Saxo and it connected to the car and checked for faults
 
I am hoping so :), got a few more people with obd2's that I'm going to visit and see if I can get a connection to the car so I can grab a code.
