Door Rust - Outer layer what is?

So i've got the dreaded door rust. Im looking at getting this sorted shortly. Got a FN2R. At the very top of the door where it appears not to painted does anyone know what it is thats covering looks almost like a vinyl covering anyone got any clues.

Got any pictures? Could be the door skin disguised by rust?
