Failed MOT on handbrake

My ep3 failed mot on 10% handbrake so i changed the rear calipers for refurbed ones and i have tightened the handbrake up but the handbrake is still poor when i jack the car up with the handbrake on i can turn the wheels by hand. Need help on this asap anyone come across this before any help appreiciated
 
Yea man thats what im thinking the discs aren't complety smooth either theres like ripples around them, grooves wondering if this could be a factor. Cheers for the reply.
 
You can get cables from euro car parts fairly cheap. Just be sure to check them, I was given two left cables so we had to swap all the brackets over and one is slightly too long.

Jamieboy fitted mine for me as I was in an arm cast, it looked like a flipping awkward job. But, they work far better than the old ones.

Even if I straighten it, the left wheel stops moving and it binds even with handbrake off.

So if I pull the handbrake up it loosen it a little and the rear wheel doesn't bind as much but still does feel like handbrake is on.

Could this be caliper piston/slider jamming on left rear side causing the cable to pull stronger on one side? Or is that a stretcher handbrake?

I could try narrow it down or just hand it into garage tomorrow and get my butt raped. I'm considering the latter as I'm busy with work a lot.
