On an ep3 front bumper, half the radiator is exposed and half covered by the black plastic pieces.

Do these serve a purpose or can they be removed?
 
I think these were fitted to non air conditioned EP3's they can be removed, I did when I had mesh fitted to one of my previous EP3's.
