no vtec in 1st gear

as the title says, for some reason I have no vtec in 1st.
it revs all the way to 8200rpm as it should then hits vtec in 2nd, 3rd, 4th, 5th and probably 6th seems odd to me. it deffinately has no noticeable changeover note but only in first. The car feels fine power wise and still pulls well but so am a bit lost. any ideas?
my car is a 2003 preface ep3 type R

Oil level (pressure), water temperature, vehicle speed sensor, engine load and throttle position are the variables that have to be correct for VTEC to work if that helps narrow it down.

I've never hit vtec in 5th, you must have been going hella fast for that!!

Only had it a week and it's been raining pretty much non stop since I got it. Although I have some toyo proxes on my shopping list.

Does the engine note not change in first? May not be hugely noticeable.
