Passenger Seat Mechanisim

My seat handle at the top of my passenger seat doesnt work, the cable is still atached to the handle and the bottom handle works.... any advise out there

Has it always been like that? The cable from the top lever clips into the bottom of the seat and there are three possible possitions for it IIRC, you might need to pull it a bit tighter.

it was like that when i bought it but i think the clip(s) under the seat broke thats all, i just need to know where to clip it
