Which is the correct way to fit these Bolts/Springs Cat to Manifold EP3

took my cat off today but the bolts sheared. I have new ones to go back on but not sure it looks right. i don't remember seeing washers when i stripped it, but the bolts go straight through the holes on the cat Like the pictures. Should i add a washer or is this normal.

Without washer the shoulder goes through the Cat Flange

With washer the shoulder stays on the Cat side of the Flange

2nd pic is correct
The bolt goes through the cat & bottoms out on the manafold allowing the springs to flex as they should to alow for engine movement

Thanks for clearing it up, Not long finished at that's how I put it back together as it seemed the most sensible
