I have a 2011 Peugeot 508 1.6 THP 156. Is it OK to remove the 18-inch wheels and 235/45 R18 tyres and replace them with 16-inch wheels and 215/60 R16 tyres? If so, what would be the effect?

First, make sure the 16-inch wheels will fit around the front brake calipers. If they will, buy from tyremen.co.uk. At the expense of ultimate dry-road grip, you will enjoy greater comfort, improved fuel economy, longer tyre life and less risk of pothole damage. It's a no-brainer, really.

That looks about right for OEM suspension; although the wheels are smaller the tyres should be taller to maintain the rolling radius.
Any sort of drop starts to tuck the rears up in the arches, like this:

Fitting smaller diameter wheels gives the same effect as shortening your final drive, you'll get faster pick up on acceleration.Just found this which could explain why they fitted smaller wheels

Of course if the tyre walls are higher then it negates the effect.
